second to last public audience before retiring at the end of the month. >> i'm sarah simmons. >> i'm wisdom marcan in on our weather here locally and talk to tucker barnes. >> we have an action-packed day starting with clear skies and cold conditions. later today, we'll cloud up and get a period of rain. parts of the area will transition over to snow tonight. not going to be a major storm. not talking boston blizzard. later tonight, i think after the rush hour, there could be some light accumulations if you are concerned about coming back from work later this afternoon, generally with the exception of if you are going well north and west, it should just be rain showers for you. 36 at reagan national. dulles and bwi marshall, 33 degrees. not concerned with anything falling from the skies. we still have clear skies for much of the area to start your day. i want to focus on the rain shower activity and the winter weather you see out towards st. louis. see it out there towards illinois and pushing into ken kept. that will be headed our

direction and arrive here in the later afternoon in the form of showers. then it should drag in enough cold air that parts of the area, just like we've seen all winter long will transition over to winter weather and there could be a little snow that flies later tonight. i think again after rush hour, 7:00, 8:00, 9:00 tonight, we'll see it transition over to snow in the north and west. 44 in washington. 43 in baltimore. too warm to support anything other than showers and they will develop mid-afternoon. just a little bit of rain for the evening commute. >> thank you. time now to check in with julie wright to see how the morning commute is going so far. is it busy yet? >> not yet. ask me that this time tomorrow and we'll talk. right now, southbound 270 on the die pavement, starting to seat backup forming south of 109. no issues right now as you

continue southbound. tucker is hiking up his parents like right here and it's making me laugh. i don't know what that is all about. but none thele, i thought we were supposed to see the white stuff tomorrow, not this morning. and the beltway here at the wilson bridge. traffic is running smoothly between oxon hill and alexandria. no issue reported there. 395 northbound in the express lines and the main line continuing toward the 14th street bridge. light traffic volume for those traveling inbound out of manassas. no problems reported on the beltway between annandale and merrifield. that's a check of your fox 5 on-time traffic. traffic. >> thank you. our big story this morning, forensic tests are needed to determine if the body found inside a burned mountain cabin is christopher dorner, the former lapd officer wanted for murder engaged in a gun battle with police on tuesday.

a deputy was killed in the shootout and another wounded. a massive manhunt has been going on since last week when he set out on a series of revenge killings after being fired from the force. the president discovered broad range of issues last night including guns and climate change. -- the president discussed a broad range of issues last night including guns and climate change. >> reporter: the economy and gun control were two issues that really resonated with viewers. that is what the white house is looking for here to put public pressure on lawmakers to get the president's agenda passed. putting a human face on policy issues, the white house invited ordinary americans as it usually does and also victims of gun violence to the state of the union address. numerous lawmakers wore green lap el ribbons in memory of those killed in the december shootings. the president laid out his economic plan. he called for increased

spending on roads and bridges, a $1 billion plan to create 15 manufacturing institutes which he says will boost job creation and the first increase in the federal minimum wage in six years. >> to companies that hire americans who got what it takes to fill that job opening but have been out of work so long that no one will give them a chance anymore. let's put people back to work rebuilding vacant homes in rundown neighborhoods. this yeefer, my administration will begin to partner with 20 of hardest hit towns in america to get these communities back on their feet. -- this year. we'll work with local leaders to target resources and public safety and education and housing. we'll give new tax credits to businesses that hire and invest. and we'll work to strengthen families by removing the financial deterrents to marriage for low-income couples and do more to encourage fatherhood. because what makes you a man isn't the ability to conceive a

child. it is having the courage to raise one. >> reporter: and the president did ask for the federal minimum wage to be increased to $9 an hour. he did promise to appeal to republicans etch said that none. his proposals would increase the deficit by a dime. however, he did not say exactly how many of these proposals would be paid for. we'll have more throughout the morning. back to you. -- he said that none of his proposals would increase the deficit by a dime. one of the things that the president talked about was sequestration. >> local lawmakers were quick to react with the republicans saying the president was not specific enough. >> i think the president has been prepared, has offered a balanced solution to meet the sequester. i think he reitsated it should not go into effect and an awful

lot of republicans who say the sequester is an alternative we're not prepared to take. we've been in session now some six weeks. not one bill have the republicans put on the floor of the house to avoid sequestration j we need a plan, we need leadership to make sure the sequester set aside. that has to happen. i was disappointed i didn't hear the specifics tonight from the president on how we were going to do that. making headlines this morning, immigration reform was another big issue at last night's state of the union address. we'll tell you what is happening today in an attempt to move sweeping chains forward. >> another big story we are following this morning, pope benedict xvi making his first appearance this morning since announcing his resignation. we'll tell you about that when we come back.

for the first time since the price announcement of his resignation, pope benedict xvi is appearing in public today. the 85-year-old poptive is holding his weekly audience inside the vatican. this is a live look outside right now. it is normally held in another location because but was moved

to accommodate a larger than usual crowd. later on today, the holy father will lead ash wednesday mass. these are some of the last few public appearances before he steps down on february 28th ate large general awed yips is being planned to take place outside in the massive st. peter's square the day before the pope leaves office. vatican officials are hoping to have the pope's successor in place by holy week. afghan official are expressing confidence their security forces can fill the void once u.s. troops leave the country. president obama announced last night that 34,000 american troops will be home by this time next year. that half the force the u.s. has in afghanistan. the rest are due to be home by the end of 2014. the pentagon is considering whether to leave a small force in afghanistan beyond that. immigration, that is topping at agenda ate meeting at the white house. four senators who helped create i new immigration reform plan will sit down with president obama to brief him on their progress. also on imgleyings, this is a

in his official gop rebuttal speech to the president's state of the union, republican senator marco rubio caught viewers' attention for another reason. he took a break for a sip of water. >> nothing has frustrated me more like false presidents like the one the president laid out tonight. the choice isn't just between big government or big business. >> very bizarre. >> that is a little weird. >> it was not like it was right there. he had to stop and reach for it. >>' like i hope no one sees me. we saw you. just a little out of breath. can you imagine. you know everybody is watching right after the state of the union. it is a big thing. >> he is a young guy.

who have had the sled waxed up. >> i'm still thinking about senator rubio. cooperate this have put it closer? >> he probably thought he could get through the whole speech withouting water. gaithersburg is 28 degrees. out to the west, man as ais 28 as well. temperatures out here falling below freezing and it is north and west of town where you are most likely to see that transition from rain to snow. i think that will happen generally after rush hour tonight. it might happen at the end of rush hour as you get a little further north and west. for most of the day here, it will be just clouds and eventually some rain showers. here is our developing storm system. not a lot of precipitation to work with. a few tenth of an in. but that is enough to cause some problem if it were to fall in the form of frozen precipitation. it will likely fall for parts of the area as we get into the nighttime hours for a brief period of time as some frozen precipitation. we'll be moving in a little later. a little sunshine to start your day. by mid afternoon, i think we'll start to get showers moving in. high temperatures in the low

40s. it will mostly just fall as rain here for the beginning of the storminess. here is your futurecast. we'll put it in motion for you. there is your rain shower activity at 4:00. if you are out to the west, it is arriving as a period of snow. and there we go. the transition takes place about 7:00, 8:00 tonight. we may transition over to some snow here before it ends. you can see a little snow. i think south and east, it will just be rain for you and the whole thing winds down early tomorrow morning. light accumulations possible. remember, we got into the upper 50s yesterday. it hasn't been terribly cold the last couple of days. not sure how much of this will stick on paved surfaces but it is certainly a possibility that we could get some light accumulations out there later tonight and early tomorrow morning. there is your futurecast. by tomorrow morning, back in the sunshine and highs tomorrow will be well into the 40s. we should lose any snow cover we get. not much in the way of vieds. we have to get well out to the west for a winter we are advisory. national weather service not expecting much of anything.

they have suggested they may extend this winter weather advisory if it looks like we'll get some accumulating snow north and west. 44 today. becoming cloudy. afternoon showers developing. again, your evening commute generally just rain showers. winds out of the east at five for 10. it will get cold enough that we'll transition from rain to snow for parts of the area. i mentioned light . maybe an inch, maybe two inches as you get up to the pep pep border. there is your accu-weather seven-day forecast. 48 tomorrow with some sunshine. we'll get cold this weekend. this is an arctic front right here that could bring us some snow showers. there might be flurries and this weekend as well as temperatures will be on the cold side. let's do some traffic and find out what is happening with julie and the roads. >> heed the warning. make sure you got plenty of gas. tomorrow morning could be very interesting out on the roads. right now, south of the beltway on northbound i-9 5, the lanes are open. no problems to report leaving the prince william parkway in the express lanes and main line. traffic flowing freely continuing northbound headed out towards newington. no issues reported on the

beltway between the wilson bridge and springfield interchange. southbound on 270, still an easy drive leaving i-70. volume increasing only but no accidents reported. the top stretch of the play is in great shape between college park and bethesda. you will find headed into downtown, kept ill worth avenue leaving eastern at the d.c. line. lanes are open here and the pace good as you continue out to pennsylvania avenue. no problem to report in southeast coming across the anacostia bridges. traffic is flowing freely for those traveling on the gw partner with a leaving the key bridge and continuing northbound up to the beltway. so overall, not a bad start to our wednesday morning drive. that's a check of your fox 5 on-time traffic. traffic. >> thank you. new this morning, local leaders will meet today to discuss ways for the d.c. region to tackle the traffic. and housing as well. the council of governments will take a closer look at new numbers showing what parts of the region are seeing the biggest growing. the numbers help leader create some future plans for everything from transportation

welcome back to fox 5 morning news. this is a live look over a very chilly dmv at 5:31 in the morning. we could be in for a slight change. something is in the works. not a very big deal but it is

big enough. >> we're guaranteed to be in for a change. we'll get some rain in here later today with temperatures in the low hospital. the big question is how quick le will we transition over to snow. this weather pat were in a typical year would just be all snow for us. the area of low pressure stays to our south. this year, it just hasn't been in the cards for us as wave been doing this kind of a rain- snow transition around here. we'll do that later this affect. north and west of town, you have the best chance of seeing a little snow. it won't be impacting us here for the morning commute. even for the evening commute, most of us will be getting just rain. 36 right now at reagan national. 33 at dulles and bwi. clouds moving in. we did have some clear skies overnight. that is why we were able to cool it off. most of your days will be just cloud-filled with eventually some rain showers moving in. you can see those out to the west.

see those out into western ken kept. that area of low pressure will be moving just to the south so as it arrives by mid afternoon, we'll get some rain showers. eke commute, i think mostly just rain and by 7:00, 8:00, 9:00, 10:00 tonight, that transition will start to take place as it starts to wrap in some cold air. parts of the area could see some light accumulation. maybe an inch of slushy accumulation. if you get far enough west to the pennsylvania border, you will see a little more, maybe up to 2 inches of snowen we're in the talking about a major storm but enough to potentially cause some issues later tonight. there is your forecast. highs in the low 40s with showers developing locally by 2:00, 3:00 today. >> thank you, tucker. >> time to check in with julie wright. >> looks like it will be an interesting drive home this afternoon but for right now, on dry pavement. we are finding lanes are open. the pace is slowing south of 109 continuing out towards the

clarkburg area. no issues reported out of germantown continuing out to the lane divide. still an easy commute leaving eastern, continuing in towards southeast. all lanes are open coming across the anacostia bridges. eastbound 66, volume increasing, starting to seat usual suspects in the line-up as you travel east of business 234 headed out towards the rest area. northbound on i-95, the waiting line begins at aquia harbor. traffic is starting to slow headed northbound out of stafford. no issue here out of woodbridge. traffic running smoothly continuing out towards newington. you will find your lanes are open on 395 continuing to the 14th street bridge. that's a check of your fox 5 on-time traffic. now to the state of the union address. much of the focus last night was on the economy and gun control. >> president obama also made news by announcing a raise in the minimum wage. fox 5's melanie alnwick is live on capitol hill with more reaction to what was said last night. >> good morning.

>> reporter: good morning. putting a face on policy issues. that is what the white house and most lawmaker to be honest really lick to do. so last night they invited ordinary americans and also victims of gun violence to the state of the union address. that gun violence and the economy were really the two topics that resonated with the viewing audience. they want to put public pressure on lawmakers. president obama pressed his agenda on social issues as well as economic ones. he wants to right income equality and boost the middle class. he called on lawmakers to approve a $50 billion fix it first program that would address the most urgent infrastructure needs. a $1 billion plan to create 15 manufacturing institutes and to boost american competitiveness in the global economy, the president is proposing federal funding to make sure all 4-year- olds can attend preschool. the two most talked about

proposals, the first increase in the federal minimum wage rate in six years and federal gun control. >> let's declare that in the wealthiest nation on earth, no one who works full time should have to live in poverty and raise the federal minimum wage to $9 an hour. gabby giffords deserves a vote. the families of newtown deserve a vote. the familiar lits of -- families of aurora deserve a vote. the families of oak creek and tucson and blacksburg and the countless other communities ripped open by gun violence, they desink a simple vote. >> reporter: the president promised that none of his proposals would increase the deficit by one dime. he is getting some pushback on that from republicans. senator marco rubio giving the republican response last night in both english and spanish saying that the republicans aren't going to stand for any

more tax increases to pay for the president's proposals. >> thank you. in other top stories this morning, uncertainty in california as officials say forensic tests are needed to determine if the body found inside a burned mountain cabin is christopher dorner. on tuesday, the former lapd officer engamed in a began battle with the police at a cabin in big bear. a massive manhunt for dorner began last week when he set out on a series of revenge killings force. coming up next, president obama's proposal to raise minimum wage is making headlines this morning. >> we'll tell you what is happening later on today as one crucial group of workers pushes for a pay like. but first, let's take a check of the markets. it shows the dow at its highest level of the year. it added 48 points and closed above the 14,000 mark. the nasdaq was down 5 one points. japan's nikkei was also down

welcome back. a verdict rear mother who launched an online campaign for access to i life saving drug for her son will deliver 170,000 signatures to the fda

today. her sons, ages 10 and 13 both suffer from a degenerative muscle disease. one of them took part in a medical trial and was given a drug that proved to significantly slow the progression of the disease. her other sop was not given the medicine and is now confined to a wheelchair. the mother is now urging the fda to speed up the approval process for the drug. there is a rally on capitol hill today by restaurant workers who want congress to reintroduce the wages act t would raise the minimum wage for restaurant workers which is just $2.13 and it hasn't been raised in years. the thinking is that restaurant workers can rely on tips. maryland congresswoman donna edwards is also speaking later this morning about the push to raise pay for restaurant workers. a new move to crack down on sewed actual the center for science in the public interest will roll out a new proposal to regulate showed aand other sugary drinks. organization says the proposal will help, quote, reduce the incidence of diabetes and heart
